Kazakhstan animal law: what changed in 2026
From 28 August 2026 microchipping dogs and cats is mandatory in Kazakhstan. What owners must do, by when, and what the fines are.
We have gathered the requirements from the law and the administrative code in one place and cited a source for each. Fine amounts are recalculated automatically: the law sets them in MRP units, and the MRP changes every year.

Dogs and cats had to be registered. Microchipping was not yet mandatory at that stage.

Law No. 292-VIII of 19 May 2026: owner responsibilities were broadened and animal identification was brought to a single standard.

Microchipping became mandatory
The registration rules made microchipping of dogs and cats mandatory. The registrar enters the chip number into the database within a day.
What the owner must do
Register your pet
The database records the owner’s national ID, address and contacts, where the animal is kept, its species, name, breed, sex, colour and date of birth, chip details, and vaccination and neutering records.

Microchip your dog or cat
A vet implants the chip. The registrar must then enter the number into the database within a day. This is mandatory for dogs and cats; for other listed animals it is optional.

Vaccinate against rabies
Rabies vaccination is mandatory. Vaccination records go into the same registration database.

Follow the walking rules
Dogs must be on a lead in public. Large and potentially dangerous breeds also need a muzzle. You may not walk a dog while intoxicated, or hand it to a child who cannot control the animal.

Clean up after your pet
Fouling courtyards, pavements, playgrounds and sports grounds is an offence. Cleaning up is the owner’s duty.

How to register your pet officially
The official register is run by the state portal TAÑBA. Our digital passport does not replace it: we hold the pet record, vaccinations and the collar tag; the state holds the register and the chip number.
1. Sign in to the portal
Sign in at tanba.kezekte.kz with a digital signature or an eGov account. No separate password needed.
2. Enter your pet’s details
Species, name, breed, sex, colour, date of birth and the address where the animal is kept. The same details you already filled in here.
3. Get the chip at a clinic
A vet implants the chip and enters the number into the register within a day.
4. Check the record
Once confirmed, your pet is in the register. Add the chip number here too — then it goes onto the tag and anyone who finds your pet can see it.

Fines
The law sets fines in MRP — monthly calculation units. The MRP is revised annually, so the amount in tenge changes even when the rule itself does not.
